Abstract:
Actualmente existe una creciente literatura que argumenta que el incumplimiento
tributario no puede ser completamente explicado por la evasión y elusión tributaria,
al contrario, surge un nuevo actor social cuyo enfoque considera que el
incumplimiento tributario es más alto cuando la “moral tributaria”, definida como
la intrínseca la motivación para pagar impuestos, es baja. Por ello, la investigación
tiene como objetivo analizar el incumplimiento tributario y su relación con la moral
tributaria de los propietarios de pequeñas empresas ubicadas en el cantón La
Libertad de la provincia de Santa Elena, año 2018. Se propone un estudio de tipo
exploratorio-correlacional; sustentado en la aplicación de cuestionarios de
entrevistas estructuradas dirigida a 5 gerentes de pequeñas del cantón, en contraste
con la aplicación de una muestra de 82 encuestas, y la posterior prueba de hipótesis
planteadas. Como resultado del proceso investigativo se expone un perfil tributario
de pequeñas empresas en el cantón, donde se detallan las principales causas de la
baja moral tributaria.
